To enhance safety and the riding experience on UTA/Tooele County vehicles, riders are asked to abide by the following rules. Questions on Rider Rules can be referred to Tooele County Transportation Dispatch at 435-843-4114.
General rules.
1. Drivers are not allowed to receive cash tips or gifts of any kind.
2. Conversations with the bus driver that distract from the safe operation of the bus are prohibited.
3. Earphones are required when using audio or video devices, and loud noises are prohibited.
4. Parents are required to always supervise their children.
5. Heads, arms, and other body parts must always be kept inside the transit vehicle.
6. Objects are not to be thrown through any vehicle window.
Prohibited behaviors/activities.
1. The use of illegal drugs or alcohol consumption and inappropriate behavior resulting from drug and/or alcohol use are prohibited on any part of UTA’s/Tooele County’s system or property.
2. Tobacco use is prohibited on UTA/Tooele County vehicles, rail stations, bus stops, and on all other UTA- and/or Tooele County-owned property. Vaping is prohibited while aboard On Demand vehicles.
3. Vandalism, willful destruction of UTA/Tooele County property, and littering are prohibited.
4. Obscene attire is not permitted, and shirts and shoes are required.
5. Individuals with communicable illness are encouraged not to board any UTA/Tooele County vehicle. Individuals with exposed wounds, bodily emissions, and/or exposed bodily fluids are prohibited.
a. Emanating a noxious odor from body, clothing, or possessions that disrupts service is prohibited, unless the odor relates to a disability or medical condition that is not caused by exposed wounds, bodily emissions, and/or exposed bodily fluids.
Rider Presentation & pickup window, ride cancellation, and no-show procedure/penalty, reasonable accommodation.
1. Riders must be present and visible near their pickup location no later than the beginning of their quoted two-minute pickup time window.
a. Drivers may arrive early. If so, they must wait for passengers to present themselves for at least two minutes beyond the scheduled pickup time.
b. If drivers arrive after the scheduled pickup time, they are required to provide the passenger at least two minutes to board.
2. Ride cancellation. Passengers may cancel a scheduled ride any time before a driver arrives, however, a no-show will likely accrue if a scheduled pickup is cancelled once a driver has already arrived and is currently waiting for a passenger to board.
3. Generally, if a passenger fails to board within the provided two-minute window, the driver will “no-show” the passenger and move on to the next scheduled pickup/drop off location.
a. No-show penalty.
b. Passengers who accrue three no-shows, may have their riding privilege suspended for thirty (30) days.
c. Passengers who continue to accrue no-shows, may be suspended for up to sixty (60) days.
d. Passengers who are deemed habitual no-shows may have their riding privilege permanently revoked.
e. Any potential suspension or revocation of riding privilege is dependent on an internal review process.
4. Reasonable accommodation. Seniors and passengers with mobility issues will be given reasonable accommodation for boarding when necessary.
Rider Consequences
• 3 No Shows → 30-day suspension
• Second suspension → 60-day suspension
• Third suspension → Indefinite suspension
All suspensions are subject to review and appeal according to agency procedures.

Cargo Policy.
1. All riders are required to obey reasonable requests from the vehicle operator or other On Demand representative. This includes whether carry-on items are acceptable.
a. Packages, parcels, or other belongings brought onto the vehicle must fit within the rider’s “personal space.” Personal space is defined as the area in which items can comfortably fit in a passenger’s lap. Passengers must always control their items while the van is in motion.
b. For safety, please always keep vehicle aisles and areas near doors clear of any objects or obstacles.
c. All strollers must be foldable and able to fit safely on the lift platform.
d. Large items that do not block doors, aisles, or priority seating, and are easily boarded through doors and/or aisles may be permitted. Wet, leaking, or items believed to contain hazardous substances are not permissible. Items must be able to be carried into and out of the vehicle by a single person in a single trip.
e. Placement of large items (including strollers) is permissible in the securement area and/or priority seating locations only when riders who are seniors, or those with mobility issues/devices do not require priority seating locations.
i. Large items that do not qualify as necessary medical mobility devices (bicycles, e-bikes, trikes, wagons, etc.) and that will require securement, may be accommodated if space is available.
ii. Passengers who intend to bring aboard large or bulky items may be required to reschedule their ride or be refused service if unable to be accommodated.
iii. Passengers with medical mobility devices will be given priority access to the securement area whenever necessary.
iv. Passengers with items in the securement area that do not qualify as necessary medical mobility devices may be required to disembark and reschedule their ride.
f. Food & beverages
i. Any food or beverages brought onto the vehicle must be in closed containers. Consuming food or drink while underway is at the driver’s discretion.
g. Federal regulations prohibit the transport of flammable or explosive materials (including automotive batteries and compressed gas cannisters) on transit vehicles.
i. Battery packs for electric mobility devices and portable oxygen tanks are exempt from this requirement.
h. Alcoholic beverages
i. Unopened alcoholic beverages may be brought on board provided they are appropriately covered such that they are not identifiable by other passengers.
i. Skateboards, scooters, and other similar sporting equipment are allowed to be carried on board, but they must always be under the rider’s control.
j. Riders are not permitted to wear skates on board a UTA/Tooele County vehicle.
Seatbelt use & safety while underway.
All passengers must appropriately wear seatbelts while the vehicle is in motion. This includes all passengers remaining in a wheelchair (or other mobility device), regardless of whether the mobility device is equipped with its own seatbelt or safety restraint.
Passengers must always remain in their seat with their belt on while the vehicle is underway. Avoid standing or moving from seat to seat whenever possible; only do so when the vehicle is stopped out of traffic at the side of the road. Leave your seatbelt securely fastened until the vehicle comes to a complete stop.
Car seats & boosters.
On Demand General Child Car Seats and Booster Policy. A car seat is needed until the child is at least 4’9” tall (57”) or eight (8) years of age or older whichever comes first.
1. Car seats or booster seats must be provided by the child’s parent or guardian. UTA/Tooele County On Demand will not provide child seats or boosters.
2. Drivers are responsible for reasonably evaluating whether a child requires a car seat or booster. If a parent or guardian lacks an appropriate child seat for a child passenger deemed to need one, the driver must refer to dispatch for advisement and resolution.
Primary rider with guest passenger(s).
A primary rider may schedule up to four (4) guest passengers (five [5] total passengers) at one time for the price of a single one-way fare, provided all the passengers have the same pickup and drop off locations. Whenever a primary rider attempts to book more than four (4) guest passengers (more than five [5] total passengers), another fare will be charged.
Failure to properly declare the total number of riders may require the primary passenger to rebook the ride so the total number of riders is properly reflected.
Weapon policy.
UTA/Tooele County On Demand has a strict “No Weapons” policy. This means that if any Driver Partner or rider possesses a weapon, regardless of whether possession of such a weapon is legal or whether they have a lawful permit for that weapon, they will be removed from the service. Note that UTA/Tooele County reserves sole judgment on what constitutes a “weapon.”
